BOE-Requested Start & Dismissal Time Options (April 2016)

On April 20, 2016, Dr. Arlotto presented the Board with three potential options to shift school start and dismissal times using money already allocated to the school system or requested for such an initiative. Two of the options would spend slightly more than the $602,000 already allocated by the County Council, while the third would spend approximately $1.4 million. All three options would leave at least six schools dismissing after 4:00 p.m. The potential options were presented to the Board for its information only, and the Board took no vote on the options.

Option I: High Schools Begin at 7:30 am

Option I moves high school start times 13 minutes later to 7:30 AM and moves all elementary/middle/special school start times 15 minutes later.

This option would result in two elementary schools dismissing after 4:00 PM:

  • Hebron-Harman Elementary School, 4:10 PM
  • Meade Heights Elementary School, 4:05 PM

This option would also result in four middle schools dismissing after 4:00 PM:

  • Magothy River Middle School, 4:05PM
  • Old Mill Middle School North, 4:05 PM
  • Old Mill Middle School South, 4:05 PM
  • Severn River Middle School. 4:05PM

This option would also result in two special schools dismissing after 4:00 PM:

  • Mary Moss @ J. Albert Adams Academy, 4:25 PM
  • Marley Glen Special, 4:10 PM

This option would require an additional 10 buses to accommodate the high school trips currently using available non-public buses.  These busses would not be available with the later high school start time.  Using the projected 2018 annual cost per bus of $61,806, the total cost of this option would be $618,060 to resolve the non-public transportation requirements.

Option II: High Schools Begin at 7:35 a.m.

Option II moves high school start times 18 minutes later to 7:35 AM and moves all elementary/middle/special school start times 20 mintues later.

This option would result in seven elementary schools dismissing after 4:00 PM:

  • Bodkin Elementary School, 4:05 PM
  • Folger McKinsey Elementary School, 4:05 PM
  • Hebron-Harman Elementary School, 4:15 PM
  • Meade Heights Elementary School, 4:10 PM
  • Odenton Elementary School, 4:05 PM
  • Overlook Elementary School, 4:05 PM
  • Solley Elementary School, 4:05 PM

This option would also result in four middle schools dismissing after 4:00 PM:

  • Magothy River Middle School, 4:10 PM
  • Old Mill Middle School North, 4:10 PM
  • Old Mill Middle School South, 4:10 PM
  • Severn River Middle School, 4:10 PM

This option would also result in two special schools dismissing after 4:00 PM:

  • Mary Moss @ J. Albert Adams Academy, 4:25 PM
  • Marley Glen Special, 4:10 PM

This option would require an additional 10 buses to accommodate the high school trips currently using available non-public buses.  These buses would not be available with the later high school start time.  Using the projected 2018 annual cost per bus of $61,806, the total cost of this option would be $618,060 to resolve the non-public transportation requirements.

Option III: High Schools Begin at 7:30 am with Elementary Shift

Option III moves high school start times 13 minutes later to 7:30 AM and, with the exception of Hebron-Harman Elementary School and Meade Heights Elementary School, moves all elementary/middle/special school start times 15 minutes later.  The times for these two elementary schools would be adjusted to allow all elementary schools to dismiss no later than 4:00 PM.

This option would result in four middle schools dismissing after 4:00 PM:

  • Magothy River Middle School, 4:05PM
  • Old Mill Middle School North, 4:05 PM
  • Old Mill Middle School South, 4:05 PM
  • Severn River Middle School, 4:05PM

This option would also result in two special schools dismissing after 4:00 PM:

  • Mary Moss @ J. Albert Adams Academy, 4:25 PM
  • Marley Glen Special, 4:10 PM

This option would require an additional 22 buses to accommodate the high school trips currently using available non-public buses that would not be available with the later high school start time and the movement of the two elementary schools.  Using the projected 2018 annual cost per bus of $61,806 for a bus without an attendant (20 buses) and $82,513 for a bus with an attendant (2 buses), the total cost of this option would be $1,401,146.
